Is the FOI section on these cards or do I need a separate resource?

The FOI is fully covered. The Fundamentals of Instructing section is the first and most extensive section in this deck — covering human behavior and learning, the learning process, memory and forgetting, transfer of learning, motivation and human needs, the teaching process, lesson planning, assessment, and instructor responsibilities. Every ACS-required FOI element is addressed.

How are these different from practice test apps for the CFI?

Practice test apps test recognition, you select the correct answer from a list. The CFI oral tests verbal recall at an instructional level, you produce the answer and explain it. No app replicates that cognitive task. These cards force retrieval before you see the answer, and the Checkride Ready standard requires being able to explain the answer, not just state it.

Do these cover the technical subjects or just the FOI?

Both.
